Only your own class's skill options are in the pool, so common stats plus one class's skills add up to 100%. Options never repeat on one item; guaranteed options are applied first. Re-engraving uses the same table, while soul tuning re-rolls one option excluding the ones already present, so in-game tuning rates differ.
