Using Water/Steel's strong resistances to absorb special attackers, Yawn and Stealth Rock pressure the opposing cycle as a hazard setter. Slowed Speed lets it use Flip Turnto slow-pivot from the back, safely deploying team aces.

EV Allocation Intent
EVs prioritize HP while also considering high-usage Garchomp and Sneasler.Tailwind if no Pokémon in the team learns it, other stats besides Speed can be increased.
Icy Wind can also be adopted
Ice Beam instead, Icy Wind is also recommended. Icy Wind attacks both opponents and lowers Speed.
