Electric-type moves do not work on the Pokémon. Instead, they restore 1/4 of its max HP.
When the Pokémon has a status condition, its Speed stat is boosted by 50%. Being paralyzed does not lower the Pokémon’s Speed stat.

Leveraging high Speed/Sp.Atk for priority attacks — Jolteon special attacker. Item covers extremely low physical bulk for one action; tank attacks and counter with priority reliably win face-offs — goal.
Add Fairy coverage per opponent
Shadow Ball slot is a swap candidate. Volt Switch enables pivot, Charming Voice hits Dragon/Fighting weakness. Pick per team.
Setting screens from above is also viable
Jolteon's high Speed lets it set screens first — recommended to pass to back ace for advantage.
Lead/revenge debut, action-guarantee shield to KO opponents. With Speed-lowering moves, use right before being KO'd create favorable conditions for teammates — also a hazard-setter-like role.
Weak to Ground
Jolteon learns no special move super-effective vs. Ground, so Ground types are threats. Switch out instead of forcing.
