About
Seller of food stolen from the Commissary
Sells stolen food with Heat 25, with 15–20% off if you buy all of it (Wholesale). He comes only as a random Black Market customer, never on a fixed day. When he shows his food, the same items disappear from the Commissary's stock, which can start the Commissary's Burglary event.

- SPrepare for this customer
- A seller of goods that are hard to get elsewhere, equipment, a reward or an unlock the specialization's route depends on, a deadline or branch to decide in advance, or a danger of major loss such as game over, arrest or confiscation makes advance preparation worthwhile. A high priority does not mean every purchase or report is recommended.
- AUseful in the right situation
- A main buyer of your goods, a seller of some of your inputs, a side income, optional input, reputation opportunity or conditional risk matters when the matching stock, branch or cash need exists. Check the condition before reserving scarce money or goods.
- BOrdinary response is enough
- The specialization does not normally depend on this customer's goods or outcome. Serve an appropriate incidental trade when the visitor comes without planning the business around it; a low priority does not remove legal or safety consequences.
Events
Quick summary
He sells food stolen from the Commissary. The Commissary loses that stock as soon as he shows it, and a burglary event starts even if you buy nothing.
It is stolen
→buy only what you can sell before an inspection.
Visit 1
- When
- No fixed day. A random Black Market customer from day 14, or from day 2 with Skip Intro. The Black Market group is picked occasionally, more often the higher your Black Market reputation (rarely when it is low); then the Food Thief is chosen by weight, with a 2-day cooldown.
- What happens
- He lays out his goods. Buy what you want, send him away, or report him if his stolen goods or contraband have been revealed.
Choices
Buy selected offered goods.
Needs
- He offers the item and you can pay for it.
- When he shows his food, matching items are removed from the Commissary's stock; if any are removed, the Commissary's Burglary event starts, even if you buy nothing.
- Only the goods he actually brings are for sale; each item depends on its own random roll. Goods become yours only once you pay.
- Pay the negotiated price of each item you buy.
- Gain Black Market reputation based on the trade value, adjusted for stolen goods (by Heat) and contraband (by level).
Decline the goods and dismiss the seller.
- When he shows his food, matching items are removed from the Commissary's stock; if any are removed, the Commissary's Burglary event starts, even if you buy nothing.
- You pay nothing and the run does not end; anything that happened when he showed his goods still stands.
Report exposed stolen or contraband goods.
Needs
- Reporting is unlocked and his serious contraband or stolen goods have been revealed. A wrong report has its own penalty.
- When he shows his food, matching items are removed from the Commissary's stock; if any are removed, the Commissary's Burglary event starts, even if you buy nothing.
- A correct report pays a reward based on his goods and raises your Security reputation by the highest contraband level among them (both × 0.75 with Convict, × 1.5 with Model Citizen). It also lowers your Black Market reputation (by 8 for the first report, 2 more for each later one, up to 20, before adjustments) and leaves an Incident Slip.
Recommended response
Buy stolen food only when its use or quick resale justifies the price and confiscation risk; dismissing spends nothing, and valid reporting exchanges a reward and Security reputation for Black Market reputation. The Commissary stock removal and burglary event can already happen when he shows the food, even if you buy nothing. Refusing or reporting therefore does not undo that stock effect.
Notes
- These visitors sell to you. They never steal from your shop and never end the run.
