- SPrepare for this customer
- A seller of goods that are hard to get elsewhere, equipment, a reward or an unlock the specialization's route depends on, a deadline or branch to decide in advance, or a danger of major loss such as game over, arrest or confiscation makes advance preparation worthwhile. A high priority does not mean every purchase or report is recommended.
- AUseful in the right situation
- A main buyer of your goods, a seller of some of your inputs, a side income, optional input, reputation opportunity or conditional risk matters when the matching stock, branch or cash need exists. Check the condition before reserving scarce money or goods.
- BOrdinary response is enough
- The specialization does not normally depend on this customer's goods or outcome. Serve an appropriate incidental trade when the visitor comes without planning the business around it; a low priority does not remove legal or safety consequences.
Events
Quick summary
Spare him and he returns every 14 days with Security equipment and ammunition
→keep him as a supplier if you deal in weapons.
Reporting pays 300 and +5 Security reputation, costs 6 Lower Levels reputation and ends his visits.
Visit 1
Name shown in the shop: Lower Level Citizen
- When
- From day 14 (day 5 if you chose Skip Intro), a wanted customer can come on any day, at most one a day. A visit is rare on the first day without one, but the chance rises with each further day without one, and once 16 days have passed without one, it is certain. The visitor is picked evenly from the candidates who have not come yet (7 at the start), so the fewer are left, the likelier it is to be this person. Known Snitch prevents this visit.
- What happens
- He shows up as a Lower Level Citizen and offers Security equipment.
Choices
Complete a trade and let the visitor leave
- Buy or sell the listed goods under the usual budget and price rules. What you pay or receive depends on the deal; there is no fixed story reward.
- If not captured, he returns every 14 days from the first meeting.
Let the visitor leave without a deal
- The visit ends with no deal and no bounty. Later visits listed for this person still follow their own conditions.
- If not captured, he returns every 14 days from the first meeting.
Press Report and hear the plea or warning
- The first time you press Report, the visitor pleads or warns you instead, and no report is made. You can then let them go or press Report again.
Report to Security (base bounty 300)
Needs
- You can report as long as you have not shot, and have not used Blackmail or Threaten on this visitor while bargaining. If your first press is met with a plea, press Report again.
- Reporting a wanted person is always valid: you get a 300-credit bounty and 5 Security reputation, and your reputation with the visitor's faction changes by -6 (before perk and difficulty adjustments).
- Once he is captured, his wanted poster is marked as captured and his fortnightly visits stop.
Recommended response
Keep him if Security equipment and ammunition serve your resale or gun business: surviving the first visit preserves a supplier every 14 days, even without buying now. Reporting gives base bounty 300 and base Security reputation 5 but costs base Lower Levels reputation 6 and ends that supply. The first report press may only trigger a plea, so a completed report is a separate action from hearing it; ordinary trades also remain subject to their displayed prices.
Notes
- The first time you press Report, he pleads instead; pressing Report again actually reports him.
- Reputation numbers are before perk and difficulty adjustments (see the reputation rules).
Visit 2
Name shown in the shop: Lower Level Citizen
- When
- Every 14 days after you first met him, unless he has been captured. He always comes on those days; only his goods are random. Known Snitch prevents this visit.
- What happens
- He returns with more Security supplies; the optional pieces become more likely as the days pass.

Recommended response
Buy useful restocked equipment or leave without buying if you want the supply to continue. Reporting still gives base bounty 300 with base Security reputation +5 and Lower Levels reputation −6, but stops all further fortnightly visits. Later optional stock is more likely with passing days; this does not guarantee every desired item appears.
Notes
- He always brings a Stun Baton and 3–6 10mm Ammunition. Each of the following is also added, each with its own chance that rises as the days pass, up to 100%: a Sentinel Mk. III., a Disposable Keycard (Security), a crate (a Security Department Supply Crate or a Security Department Evidence Locker) and a PulseGuard Stun Gun.
- Reputation numbers are before perk and difficulty adjustments (see the reputation rules).
Reporting
- Base bounty
- 300
- Lower Levels reputation
- -6
Every correct report of a wanted visitor also gives +5 Security reputation.
