How to Complete Ringing in the New Year
Ringing in the New Year is a main quest with one objective, Find The Trader. The Journal says the Carpenter told you about a trader called Mei, who has decorations and items for the Lunar New Year and often visited the Low Meadows.

Head East to the Hunter's Ancient Vault
Fast travel to the Ancient Spire (Springlands), glide east from the top, then walk on to the Hunter's Ancient Vault.

Go Down Into the Shroud
Go around the vault and work your way down the cliffs with short glides. The quest marker is inside the Shroud.

Collect the Soul
Find the covered wagon near the quest marker and press E Collect Soul at the red light beside it. Collecting the soul completes the quest.

Where to Find the Ringing in the New Year Quest
On the map, the quest marker is east of the Ancient Spire (Springlands). It is past the Hunter's Ancient Vault, in the dark part of the map.
How to Reach the Ringing in the New Year Quest
In our playthrough, we fast traveled to the Ancient Spire (Springlands), glided east from the top of the spire, landed and walked the rest of the way to the Hunter's Ancient Vault.
At the vault, we went around its outer wall, then worked our way down the cliffs with short glides and landings on ledges. A last glide from the cliff face took us into the Shroud, toward the quest marker.
In our playthrough, there were enemies by the covered wagon near the quest marker, so come prepared.
What You Find at the Covered Wagon
Near the quest marker, you reach a covered wagon. In our playthrough, SEARCH THIS AREA appeared at the top of the screen and Search this area under the objective.
Beside the wagon, the prompt E Collect Soul appears at a red light. Pressing E shows SOUL DISCOVERED! MEI-YIN CHEN.
Collecting the soul also shows RECIPE UNLOCKED! for Room Divider "Fish" and 9 more recipes at the Lunar New Year Trader.
The quest then completes (QUEST COMPLETED!). In our playthrough, the tracked quest changed to Follow The Melody.
